# 60.4340a How do I demonstrate compliance with my NO emissions standard without using a NO CEMS if I do not use water or steam injection?

(a) If you qualify and elect to demonstrate continuous compliance according to the provisions of § 60.4333a(c)(2), you must demonstrate compliance with the NO<sub>X</sub> emissions standard using one of the methods specified in paragraphs (a)(1) through (3) of this section.

(1) Conduct performance tests according to requirements in § 60.4400a;

(2) Monitor the NO<sub>X</sub> emissions rate using the methodology in appendix E to part 75 of this chapter, or the low mass emissions methodology in § 75.19 of this chapter; or

(3) Install, calibrate, maintain, and operate an operating parameter continuous monitoring system according to the requirements specified in paragraph (b) of this section and consistent with the requirements specified in § 60.4342a.

(b) If you opt to demonstrate compliance according to the procedures described in paragraph (a)(3) of this section, continuous operating parameter monitoring must be performed using the methods specified in paragraphs (b)(1) through (4) of this section as applicable to the stationary combustion turbine.

(1) Selection of the operating parameters used to comply with this paragraph (b) must be identified in the performance test report. The selection of operating parameters is subject to the review and approval of the Administrator or delegated authority.

(2) For a lean premix stationary combustion turbine, you must continuously monitor the appropriate parameters to determine whether the unit is operating in low-NO<sub>X</sub> mode during periods when low-NO<sub>X</sub> operation is required to comply with the applicable emission NO<sub>X</sub> standard.

(3) For a stationary combustion turbine other than a lean premix stationary combustion turbine, you must define parameters indicative of the unit's NO<sub>X</sub> formation characteristics and monitor these parameters continuously.

(4) You must perform the parametric monitoring described in section 2.3 in appendix E to part 75 of this chapter or in § 75.19(c)(1)(iv)(H) of this chapter.
