**SUMMARY:**

This document requests comments on a petition filed by Linda Crawford proposing the allotment of Channel 273A at Encinal, Texas, as that community's first local FM service. The coordinates for Channel 273A at Encinal are 28-06-40 and 99-27-15. There is a site restriction 12.5 kilometers (7.8 miles) northwest of the community. Since Encinal is located within 320 kilometers of the U.S.-Mexican border, concurrence of the Mexican Government will be requested for the allotment at Encinal.

Comments must be filed on or before September 9, 2002, and reply comments on or before September 24, 2002.
