**AGENCY:**

**ACTION:**

Final rule; denial of petition for reconsideration.

**SUMMARY:**

In response to a Petition for Reconsideration, this *Memorandum Opinion and Order* affirms the *Report and Order* in this proceeding, 68 FR 62540 (November 5, 2003). The *Report and Order* realloted Channel 252A, Station WKSI-FM, Charles Town, West Virginia to Stephens City, Virginia, and modified Station WKSI-FM's license to specify Stephens City as its community of license.
