# § 3161. General authorization

The Secretary shall make an allotment under  to each State that meets the requirements of section 3112 or 3113 of this title and a grant under  to each outlying area that complies with the requirements of this subchapter, to assist the State or outlying area, and to enable the State or outlying area to assist local areas, for the purpose of providing workforce investment activities for eligible youth in the State or outlying area and in the local areas.
